couldn't Get A Quote And Wasn't Told Why

I have been shopping around for new auto insurance. When I went to Metlife, all they could tell me is that they "couldn't continue with a quote". They refused to tell me why. They said that they didn't have any idea, that the system "wouldn't tell them." They said they could re-run the quote in the future to see if "something changes". I have not given them any personal identifiable information which would give them a reason to deny me. They don't have my social number, or my driver's license number. We never got to that point. I directly asked if they underwrote in my area and said they did. So why in the heck are they denying to do business with me? I have good credit, and a good driving record. I even asked them for a denial letter, and they couldn't even provide that because my request isn't even being sent to an underwriter! How can they make a decision not to insure me when they don't even know anything about me?
