Slow Claim Processing

One of Allstate's client ran into my vehicle 5 days ago. I have been trying to put my vehicle in the shop since then so they can repair it. I'm told I have to wait on their 2nd team to OK the claim. What does the 1st team do? Does the 1st team not know what they are doing? Their auto accident claim division agents (1st team) that start your approval process need training in customer service. My insurance company had me in and out in 1 day but I was not going to pay the $500 deductible.
