Low offer from USAA on a recent claim

I had a recent incident in which they offered me a low amount for my car that was hit by their young driver who was issued a ticket for failure to stop at a stop sign. After complaining, they "found an error in my report" and are now willing to offer nearly $2,000 more. I don't trust USAA and do not recommend them. My advice, complain after the initial offer, they may come up in price. They did with me.
