Progressive insured hit me, they want me to sue driver directly

In 2011 my vehicle was hit from behind while I was waiting at a stoplight. The other driver had Progressive insurance. I immediately received three estimates for the damages from local body shops and did not file with my insurance company because my rates would go up even though the accident was not my fault.
Progressive insisted I bring my vehicle to one of their local claims offices so they could look at it. I brought in my car and their estimate for repair was over $1,000 less than the average cost of repair according to the three estimates I received. I told Progressive that their estimate is way too low and does not cover the actual damages but they refused to listen and sent me a check for that low estimate.

I filed a small claims lawsuit against Progressive for the difference between the check they sent me and the actual cost of repairs according to the estimates. We went to court and the Progressive attorney argued that the driver needs to be in court and the judge agreed. Now the person that has been paying Progressive for god knows how many years is being dragged into court because Progressive refuses to pay for the full damages. Isn't that what insurance is for, so you don't have to go to court and get sued? I would be very upset if I was that driver.

Now many months later my car is still not repaired and I have wasted many days with bringing the car to their adjuster's office and sitting in a courtroom and all I was doing was waiting at a stoplight.
