Progressive does not Pay for Damages

My husband was hit from behind while stopped for a hwy flagman. For 13 months Progressive insured the driver that hit me. My husband has not paid by Progressive for his medical expenses out of pocket, lost wages or for any truck damages for over 13 months!!! We lost our house as my husband could not work and Progressive would not pay his salary. We are having to sue the driver of the car that hit us. And, Progressive plays the game of 'send in another adjuster and claims rep' who asks for the whole file of paperwork, again, and again and again. We are on our 5th Progressive representative now. Delay tactics. This company is unethical and our government does nothing!
