Cancellation Fees

I had insurance with Progressive for a couple of years. When I got a quote with GEICO it would save me $200 a year. When I called Progressive to cancel my policy I was told there was a cancellation fee! I've changed car insurances before and have never been charged a cancellation fee. They said it was written in the contract I received 2 years prior. I don't know anyone who remembers all the details of a policy contract they read 2 years ago. With the fact that I paid the premiums for a policy and never once filed a claim, it just feels like a last dig for wanting to leave. Even if Progressive eventually does have cheaper rates again, because of the cancellation fees I wouldn't go back.
