1.5 years still no payment on life claim

we have been waiting 1.5 years for payment form my fathers policy. We have gotten nothing but run around and non informative mailings, each requesting the same forms and certificates over again. each time we start another 30 period for review and 120 day to payout, each time we get another generic non informative letter.
