Liberty Mutual Sucks

One of their customer ran a stop sign and collided with our car. Police report cannot determine who ran the stop sign. Both cars total. My insurance (Allstate) paid 50% of the cost of their customer car. They want to pay 15% to us. We are going to small claims court
