They refused to pay even though their insured is at fault

They spent five weeks "investigating" my claim after I was rear-ended, then told me to file with my own insurance. They told me they would pick up my car from the towing service, but did nothing until the towing service threatened to sell my car for scrap. Never return phone calls.
