Cancellation fee rip-off

I have been with Hartford for 10 years of auto ins. I have never made a claim. Upon getting other quotes I found I could save over 400$ per year so I cancelled with Hartford. They are charging me 10% of my premium as a "cancellation fee". No where is this charge explained in the handbook they issued me. Stay clear of this company. The insurance is way overpriced and they are deceptive.
