Hit by esurance covered driver

Driver ran a stop sign, clearly other driver at fault, as stated by police report and witness. Accident occurred in April 09, as of mid-May 09 esurance rep. states they cannot process the claim w/o their clients statement. After not returning calls 16 total, finally a supervisor states they will send a certified letter and if no response they will process the claim. What were these folks doing between May and Aug. Apparently making a new marketing cartoons, as they obviously cannot efficiently process a claim.
