Is this even legal??

In September of 2008 my house was burglarized. I made a claim of $4000 loss. Allstate paid me $860. A year later when it came time to renew my homeowner's policy they had increased my premium 100%, from $369 to $730. The agent said it was only because of the break-in. So I am being punished for being a crime victim. I will start the search for new insurance coverage.
