"You're not covered"

The LA DWP made a huge, destructive error causing a power surge that destroyed everything electrical on an entire block of homes. I, and others in the neighborhood, have run up bills of more than $7,000 each replacing wiring that was melted, TVs and computers and any and all other electronics that were destroyed during this massive surge. AAA says since the damaged was caused by the transformer, it was not really in my house, so they don't have to cover it. Anytime I've ever needed their assistance, the very first thing they do is tell me that they'll check to see if they are required to cover me and get back to me. Apparently I am not covered for anything. AAA is only in business to collect premiums, and they have no intentions of paying off on anything. They need to be investigated ASAP.
