Price quote scam

I had esurance and they said they could beat the.quote. On the phone they quoted me 130 and asked if I would like to do that. I said yes and gave them my debit card number. I cancel my other insurance policy with esurance and get charged a $50 dollar cancellation. The next day I go on 21st web site and my payment is 197 a month. Not only did the rate go up, it was higher than my other insurance. I call to speak to someone then they say they need 48 hours to solve. Well, they didn't solve it. I asked if its legal to say one thing for you to commit then stab you in the back. The lady replied "they have 60 days to change rate." Oh, when they did call me back it was 7:15 in the morning. Its like they want to piss you off.
